



Todd Kelly
President
Todd Kelly has more than ten years experience in the area of state tax administration, having served in the Georgia Department of Revenue in various roles. Todd served as a project manager, Division Director of the Taxpayer Accounting Division, and as Assistant Director of the Taxpayer Services Division, with specific responsibility for administering the Sales and Use Tax Section, the Motor Fuel Tax Section, the Registration and Licensing Section, and the Individual and Business Tax Review Sections. Todd is a recognized expert in the field of Business Licensing and Sales and Use Tax policy development and was instrumental in creating the Department’s original eFile and ePay system.
Todd is also a sought after public speaker on the topics of accounting, tax preparation and especially government bureaucracy, injecting humor and “on-the-job” anecdotes to an otherwise vanilla subject matter.As Todd often says, "Normally, speaking to a group of accountants about accounting is as exciting as . . . well, nothing."
Prior to his career in public service, Todd spent ten years as an executive with the Boy Scouts of America, specializing in facilities management and program development.
Todd holds a Bachelors Degree in Speech Communications from the University of Georgia, and is a member of the Federation of Tax Administrators (FTA) and the Southeastern Association of Tax Administrators.
Todd and his wife Jean live in Johns Creek, Georgia with their two children Kate and Preston. (SEATA).
